New Executive Order Could Spur Timber Growth, Forest Thinning in Douglas County

On March 1, 2025, a new Executive Order titled "Immediate Expansion of American Timber Production" was signed, aiming to revitalize the U.S. timber industry by increasing domestic production, streamlining regulations, and enhancing forest management. For Douglas County, a region historically tied to timber and home to vast federal forestlands—this order promises significant economic and environmental benefits. Benefits for Douglas County Douglas County, often dubbed the "timber capital of the world," stands to gain substantially. The order mandates the Secretaries of the Interior and Agriculture to set ambitious timber sale targets within 90 days and expedite permitting processes, which could reverse decades of declining harvests from federal lands managed by the Bureau of Land Management (BLM) and U.S. Forest Service (USFS). Historically, timber revenue funded essential services like schools, roads, and public safety in the county, but cuts since the 1990s Northwest Forest Plan have strained these resources. Increased production could restore jobs—logging, milling, and related sectors—bolstering an economy where unemployment spiked to 16% post-2008 recession. With over half the county’s land federally owned and untaxed, higher timber yields could also replenish county coffers, reducing a projected 74% funding shortfall for road maintenance and other infrastructure. The order’s focus on forest management, including thinning and salvage operations, aligns with local needs. Douglas County’s forests, rich in Douglas fir, have suffered from wildfire risks exacerbated by dense, unmanaged growth. By reducing fuel loads, these efforts could mitigate devastating fires, protecting communities and habitats while generating revenue from salvaged timber. Additionally, lower lumber costs from increased supply could ease construction expenses, supporting housing development in a state with high demand. For Douglas County, the Executive Order could be a significant boost to the timber industry and a chance to enhance forest resilience. As federal agencies implement these directives over the next 4 years, the county could see a resurgence as a timber powerhouse while safeguarding its communities from wildfire threats. ROSEBURG, Ore. — The Joann Fabrics and Crafts store at Roseburg Marketplace, 1444 NW Garden Valley Blvd, is set to close as part of a nationwide shutdown of all 848 Joann stores, following the company’s second bankruptcy filing in less than a year. The closure ends a significant chapter for the retailer in Roseburg, where it first established a presence on Garden Valley Boulevard almost 30 years ago. In 2016, the store moved to the newer Roseburg Marketplace, where it has served the Douglas County crafting community for the past nine years. Employing approximately 15 workers, the store has been a reliable source of fabrics, sewing supplies, and crafting materials. Now, those employees and the local crafting scene face uncertainty as Joann Inc. winds down operations across the U.S. The nationwide closure of all 848 stores was announced on February 24, 2025, after an auction saw Joann’s assets sold to a buyer group including financial firm GA Group and the company’s term lenders. This follows a Chapter 11 bankruptcy filing in January 2025—the second since March 2024—signaling the end of the retailer’s physical footprint. Joann, founded in 1943 in Cleveland, Ohio, thrived during the COVID-19 pandemic as crafting boomed, but it couldn’t sustain momentum amid post-pandemic spending declines, inflation, and rising interest rates. By early 2025, Joann faced $615.7 million in debt and supply chain issues that left stores, including Roseburg’s, struggling with inconsistent stock. The closure of all 848 Joann stores nationwide will impact roughly 19,000 employees and liquidate over $538 million in inventory. In Oregon, all 16 locations, including Roseburg, will shut down. The Roseburg Marketplace store has already marked down inventory 20-40%, with discounts expected to deepen as inventory is cleared. A final closing date has not been announced, though liquidations for a store of this size can take 6-10 weeks.
